Gov. Greg Abbott said July 16 that Uvalde and Johnson City are the two Texas communities at greatest risk for life-threatening flooding over the next 24 hours, with forecasters predicting the Nueces River could reach record levels overnight as additional rainfall falls on already saturated ground.
