Yard sale permit fees are back


City of Uvalde staff are adjusting rules put in place during the COVID-19 pandemic, including reinstating the $10 city permit fee for a garage sale within the city limits.

According to city building official Richard Lara, city staff will start enforcing permit requirements for estate sales, garage sales, rummage sales and yard sales beginning today.

A property owner may hold estate sales, garage sales, rummage sales, or yard sales for two consecutive days between 7 a.m. and 6 p.m. once every three-month quarter. Each residence is allowed four sales per calendar year per location.

Estate or moving sales may be allowed for not more than eight total days, if extended by the city manager or a designated representative.

An exception to the $10 permit fee and time limitations is made for any church, charitable or non-profit organization, which may hold an unlimited amount of sales as long as a member of the organization is present, they own or have permission to be on the property owned by the organization or commercially, and they register with the code enforcement office.

According to City Ordinance 5.30, each three-month period shall consist of a calendar quarter, including January through March, April through June, July through September, and October through December.

One officially authorized garage/yard/etc. sale sign shall be issued with each  sale permit. The sign may be placed on private property with permission of the property owner.

The fee for the sign permits is $10 for two days.

The placement of signs on trees, utility poles, sidewalks, street corners or other non-approved locations is prohibited.

“The only location that you can legally advertise is on the property where the event is being held at,” Lara said.

 

The municipal landfill, located at 3774 Farm to Market Road 481, has temporarily stopped accepting credit card payments. Cards will not be accepted starting this week through July 16.

Within the city limits, as subject to city ordinance, having a sale without first obtaining a permit from the code enforcement office is unlawful. If a person is convicted of this violation, a fine of no less that $500 per violation (per sign) may be administered.

After the sale, individuals are required to remove any advertising signage. Violators who fail to do so may be subject to a fine not to exceed more than $200 for each day past the deadline.

To cancel a sale, sale organizers should notify the city code enforcement office at least 24 hours before the sale is scheduled to begin. In the event of a cancelation due to rain, people may contact the office within three days of the sale’s scheduled start to request a one-time extension of the sale.
